Balkan Mosaic Foundation is Bulgarian non-governmental organisation with an International Honorary Board. The Foundation is founded in 2007 as a consequence of valuable participation of NGO representatives in Central and South European Security Forum (CSEESF), known as the Balkan Mosaic Project.

 

The Balkan Mosaic Foundation works on common security providing a policy for developing regional stability and new dialogue on security concepts in the Western Balkans.

 

The Central and South Eastern Europe Security Forum (CSEESF) was initiated in 2004 by NATO Information Centre in Sofia, Euro-Atlantic Education Initiative, CASA NATO-Euro-Atlantic Council of Romania and Euro-Atlantic Council of Macedonia in cooperation with the Atlantic Treaty Association, with the support of the Danish Ministry of Foreign Affairs and the Ministry of Foreign Affairs of Norway.

 

The CSEESF known as Balkan Mosaic Project is linking Bulgaria and Romania as NATO and EU members, the MAP countries – Albania, Croatia and Macedonia; Bosnia and Herzegovina, Montenegro and Serbia as members of PfP, and Kosovo. Regional network for debate and partnership, addressing the specific areas of concern on the Balkans was established.

 

Bulgarian participants in the CSEESF established in October 2007 the Balkan Mosaic Foundation aiming strengthening the Regional network and extending the joint efforts of the Western Balkans to Euro-Atlantic integration.

BALKAN MOSAIC Fifth Sofia Meeting took place in Sofia on 11-13 February 2008. The overall topic of the meeting was devoted to Euro-Atlantic Integration: Long-Term Stability in the Western Balkans. The objective of the Balkan Mosaic Fifth Sofia Meeting was to discuss the Opportunities to the Western Balkans Development: NATO Enlargement and Readiness of MAP countries on the brink of NATO Summit in Bucharest and only five days before the proclamation of Kosovo independence addressing key security issues in the Balkans.The aim of the meeting was to gather together young parliamentarians from across the region, representing different political parties and representatives from NGO in order to further strengthen their efforts on networking from within the region.

The Fifth Sofia Meeting was organised in a crucial moment for the Western Balkans – only a week after the Presidential elections in Serbia, five days before the Independence of Kosovo to be proclaimed and two months before the Bucharest Summit of NATO. The participants had the opportunity to streamline their joint endeavours in setting new public agenda in the region. Through the means of public debate and dialogue, the Balkan Mosaic Network members in pursuit of common values and interests examined the various aspects of regional cooperation as well as the challenges and opportunities to the Western Balkans key security issues – Kosovo Independence, progress and readiness of the Adriatic Charter countries to joint NATO.

Representatives from Albania, Bosnia and Herzegovina, Croatia, Republic of Macedonia, Montenegro, Romania, Serbia, Kosovo, representative of South Caucasus Mosaic and local members of Bulgarian Parliament, NGOs and think-tanks, and state officials participated in the event.

The Fourth Sofia Meeting of the Balkan Mosaic Central and South Eastern Europe Security Forum (CSEESF) took place in Sofia in November 2006. The overall topic of the meeting was devoted to Networking the Networks: Implications for the Western Balkans. The objective of the Balkan Mosaic Fourth Sofia Meeting was to explore the positive experience of NGOs cooperation and networking and to exchange experience on the transformed understanding of the environment and the urgent demands of the civil society and security in the Balkans’ development.

BALKAN MOSAIC – Third Sofia Meeting

Third Sofia Meeting on the topic: Lessons Learned: Next Steps for the Western Balkans took place on June 28-30 2006. The event was be devoted to the National Research Assessments on Security and Democracy on the Balkans aiming at developing network of public opinion researchers and local think-tanks applying a common research framework and methodology to lead to better frameworks for the comparative study of the sources and transformation of security policy in the Balkans.  

The objective of the Balkan Mosaic Central and South Eastern Europe Security Forum (CSEESF) is to provide a platform for developing a new dialogue and security concept by means of public debate and involvement in the transformed understanding of the security environment in the region to lead to a new perception of regionalism and transatlantic dialogue, public accountability and strengthened civil society network partnerships.

BALKAN MOSAIC – Second Sofia Meeting

The Second Sofia Meeting within the framework of the Central and South Eastern Europe Security Forum (CSEESF) as a follow-up of the First Sofia Meeting took place on May 10 2005 in Sofia. It gathered participants from the Atlantic Treaty Association (ATA), Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Denmark, the Republic of Macedonia, Serbia and Montenegro, Romania and UNMIK – Kosovo. The NATO Information Centre in Sofia, Euro-Atlantic Education Initiative, the Open Society Institute and the Ministry of Foreign Affairs of Bulgaria in cooperation with the Atlantic Treaty Association, the Danish Atlantic Treaty Association, Casa NATO – Romania and the Euro-Atlantic Club of Macedonia, organized it.   The meeting proceeded in two panels: The Euro-Atlantic future of the Balkans – key factor for reinforcing the security in the region and Regional cooperation in a globalising environment: The European perspective The Second Sofia Declaration was based on the eight priorities set out in the first Sofia declaration from February 2005, the second conference endeavoured to launch an agenda for action based on a civil society and government dialogue emanating from within the region.

BALKAN MOSAIC – First Sofia Meeting

The First Sofia Meeting within the framework of the Balkan Mosaic Central and South Eastern Europe Security Forum (CSEESF) took place on February 17 – 19, 2005 in Sofia. It gathered participants from the Atlantic Treaty Association (ATA), Albania, Bosnia and Herzegovina, Bulgaria, Croatia, Denmark, the Republic of Macedonia, Serbia and Montenegro, Romania and UNMIK – Kosovo. It was organized by the NATO Information Centre in Sofia, the Euro Atlantic Education Initiative, the Open Society Institute and the Diplomatic Institute at the Ministry of Foreign Affairs of Bulgaria in cooperation with the Atlantic Treaty Association, the Danish Atlantic Treaty Association, Casa NATO – Romania and the Euro-Atlantic Club of Macedonia.  The welcoming address was read on the part of Solomon Passy, Minister of Foreign Affairs of the Republic of Bulgaria.

The meeting proceeded in two panels. The first panel of the meeting was devoted to the issue of Network Partnerships and Institutional Relationships: Perspectives of Regional Dialogue Based on a Strategic Understanding of European and Transatlantic Integration. The second panel addressed the issues concerning Security Environment: New Challenges and Future Development. The First Sofia Declaration: Changing Security Concepts in Central and South Eastern Europe was adopted.
